
JOIN's History
July 8, 1992: Incorporated as a 501c(3) nonprofit.
1993-94: JOIN implements the homeless persons' shower program. Education programs reach 440 people.
1994-95: First full-time outreach worker funded. Homeless people develop a vision for a JOIN direct service facility. Education programs reach 635 people.
1995-96: JOIN's outreach Worker assists 500 unduplicated homeless individuals. Education programs reach 675 people.
1996-97: JOIN's Board implements direct service vision. Outreach Worker assists 777 unduplicated homeless individuals. Education programs reach 605 people.
1997-98: JOIN hires 2nd Outreach Worker. Outreach Team helps 77 homeless people move off the street, 36% directly into permanent housing. Education programs reach 705 people.
1998-99: JOIN hires 3rd Outreach Worker. Time Dollar program implemented. Outreach Team helps 1293 homeless people. 227 people transition off
the street. 53% directly into permanent housing.
1999-00: JOIN hires 4th Outreach Worker, initiates official working relationship with Portland Police Bureau. Outreach Team helps 1684 homeless people, 325 transition into permanent housing with an 85.6% 12-month housing retention rate.
00-01: JOIN hires 5th Outreach Worker, officially forging relationships with all five of Portland's Police precincts. Outreach Team serves 1583 homeless people, helping 368 transition into permanent housing, over one per day. 96.5% of those who transitioned in JOIN's first quarter remained housed 12 months later at year's end.
01-02: JOIN advocates for and initiates system wide evaluation process of service delivery that leads to the City of Portland’s 2001 Enhancement Plan. This plan implements greater outcome accountability and introduces the concept of housing retention as a major evaluative criterion. Outreach Team engages 1473 homeless people, 389 transition into permanent housing with a 12-month retention rate of 82%.
02-03: JOIN purchases a new building for services and offices, allowing the creation of a specific family friendly area to serve the growing number of families JOIN meets on the street. The outreach team engages 924 homeless people and moves
272 homeless people into permanent housing, including 43 families with 91 dependent children.
03-04: JOIN's Outreach Team engages 991 homeless people and moves 436
homeless people into permanent housing, including 72 families with 127 dependent children.
04-05: JOIN adds a Retention Worker to the Outreach Team to increase
post housing placement engagement opportunities. In support of the City's
10-year Plan to End Homelessness, JOIN enters into 2 program collaborations to
house 61 zero-income chronically homeless people. In total, JOIN houses
373 people in 233 households, including 50 families caring for 79 dependent
children. July 05-December 05: JOIN switches to a Calendar fiscal year, housing
171 homeless people in just this brief 6 months with the addition of 1 more
retention worker and a sixth outreach worker.
2006: With new housing voucher resources, JOIN uses a housing first
model to help chronically homeless people move into permanent housing, but
continues to help each person the 6 person outreach team meets physically
sleeping on the street to transition off the street. JOIN helps 367 such people
move into stable housing.
2007: JOIN surpasses the goal of housing one person a day, housing 479
people, including 72 families and 118 children. The outreach and retention
team expands to 10 people, bringing the number of full-time staff to 17.
JOIN implements a model replication partnership with p:ear and Catholic
Charities, focusing on JOIN's housing placement and retention
efforts.
